King and Colescott advise that organizations seeking to become learning organizations embrace nine core areas of HR advancement and meld them with talent management.

Outside of recruitment efforts, employee learning and development are first and foremost a priority for companies that are competing for talent in a global market. King and Colescott point out, however, that most companies are ill-equipped to handle this challenge and in fact may actually be working against best efforts.
They advise organizations break down barriers between the very insightful recruitment and learning recruitment and leaning teams to form a singular talent and learning team that can help individuals achieve higher levels of learning. Individual silos of learning no longer work well. They mention nine core HR practices that support this goal, with organizational technological maturity occurring at the halfway point.
